I was a beginner but knew simple phrases and words. It was easier to listen and know what they were asking than it was to respond.

Nope. In the bigger cities, like Fukuoka or Tokyo, they have english under most of the signs. So you at least know where you are. The bus routes that are posted are pretty easy to understand as well.
Restaurants normally have an english menu, and if not, they almost ALWAYS have a picture of each item. You just have to point at what you want. Either that or point at the nifty fake plastic food on display. :P
So, as a traveler, it is easy to get around.
As for someone living there, there were some problems. Really, all dorm related. My dorm owners didn't speak any English. :(
On the good side, they left me alone! XD Hard to get in trouble when you had no idea what was going on!
